Mr. President. T ris tlday to express my concerns about tie implementation of the Immigration laws that Congress passed In 1996. since we are fast. approaching an Important deadline. Today is the ileadline for thoso Immigrants who have lived In tle United States for one year who wih to apply fu political asylum. The concerns I raised and shared durIng the debate on the 191196 Immigration bill are even more relevanL today. Peolie who have the most credible asylun claIlmsthose under threat of retallaLion. those huffering physical or mental disability. possibly as a iesult of toture they endured in Ltu home countrymay find themselves barred fron ever applying lt asylum If they miss lhis deadline. To protect those who flee persecution and abusel and seek re luge in the United States. tIme INS should. at the very least. promulgate a final rule that Includes the broad "good cause" excelitlns front the Senatepassed version of tlio 1996 inanigraLlen law.
