I oppose this bill because it sets tip a framework that lakes $2 2 billion in funding from ihe section 8 lowincome housing program. because it reduces nding for lhe bilingual aducalion progamn by $7b million. This is absolutely unacceptable to me. ho my constituents who reside In public housing and benefit from the section 8 programa program that is currently underfunded. I might add--and to the legal Immigrants who reside in my district and participate in the bilingual edication program. which helps them Iransiiion into mainstream Aimerica. Mr Chairmnan. yes. indeed. this body appeats to be Imvisiling. unfortuntely. an aillloofamiliar refrain and nol: when confronted with a tough decision. do not follow tile dictates o1 what Is fair or equitable. instead choose Iho path of least resistance. I am reminded of the saying that those who are whipped the easiest are whipped the rnos olten. And. irvriably. the target fr cuts are those programs that serve public housing restdenis and benefit our immigrant population. Those groups Ihat do not have an army of lobbyisl to argue the merits ot their case. Consequently.
