I am also struck by the commitment of the people of Wisconsin to the States motto. "Forward." While there is no question that the residents of Wisconsin cherish the States rich history. they never stop looking forward to find ways to build on that solid foundation to ensure that Wisconsin continues to grow and prosper well into the next century and beyond. This forwardlooking thinking. rooted in the States progressive tradition. is evident in many areas. including education. Americas first kindergarten was founded in 1856 by Margarethe Meyer Schurz. a German immigrant who settled in Watertown in Jefferson County. More than 140 years later. Wisconsin is still working to ensure that its children get the best possible start in education through the Student Achievement Guarantee in Education program. the SAGE program.
