Let me first address the short term. By this summer American businesses will reach the limit on the small number of highly skilled temporary workers they can bring in from abroad. Last year our employers reached this 65.000 cap on H1B visas for the first time in history. and we did it by the end of August. If no action is taken. the cap may be reached by May this year. and perhaps January or February of 1999. Backlogs will worsen the problem until. practically speaking. companies can no longer count on being able to hire the people they need from any source.
