Session #105 · 1997–99

Speech #1050111715

Englishonly alienates ordinary citizens. Lets face the reality of the 21st centurywe live in a multicultural and multilingual society. and this is Americas strength. We are a proud nation of immigrants. Many immigrants recently have become citizens. and embrace the opportunity which many were deprived in their native country to vote. Many immigrants also are learning English faster than ever. as indicated by increased enrollment in English classes. By abolishing bilingual ballots. the Englishonly measure seeks to undermine standing lawthe Voting Rights Act of 1965and to frustrate the participation of U.S. citizens in the political process. We need to keep out Englishonly legislation and retain bilingual voting materials not only to allow voters to engage meaningfully in our democracy. but also to permit voters to participate on an informed basis.
