In fact. many of my colleagues on both sides of the isle are bilingual. But everyone in this chamber understands the importance of speaking English. In fact. I believe that every member in this House who would be called upon to counsel a foreign speaking immigrant. would tell them that the most important thing that this immigrant could do to begin to assimilate and become successful in America is to learn English. If Puerto Rico became a state. the citizens of Puerto Rico would send to us Representatives and Senators. Now Puerto Ricans might be given a choice between candidate A who doesnt speak English and candidate B who is bilingual.
