Mr. Chairman. there has been so much demagoguery here. When they discuss it they say that we are not allowing the people that support commonwealth to vote because we say that citizenship is statutory. What else is it? There is a Constitution of the United States that says that those born in a State are citizens and also those that are naturalized are citizens. The Constitution does not say anything else. So it is by law in 1917 that established that those born in Puerto Rico shall be citizens of the United States. so we are citizens by a statute.
