Let the economic development start. The geographic regions established by the conflict and endorsed by the Dayton accords are nearly 90 percent homogenous. The Bosnian state is 90 percent Muslim. Srpska. the Serb part of Bosnia. is 95 percent Serb. Croatia is almost exclusively Croatian. Within these divisions they are beginning to be able to have a semblance of government. but they are not going to get economic stability if forced refugee settlement continues to cause further conflict. The "elections" that they held last year were elections in which the voters came in under armed guard. They voted for people who cannot live there.
