Elected to the 104th Congress in 1994. this ambitious freshmans first bill called for another initiative to bring government closer to the people: the appointment of a threejudge court panel. already used in Voting Rights Act and apportionment cases. to hear constitutional challenges to popular referenda voted upon by the entire population of a state. His reasoning was simple: when the citizens of a state vote directly on an issue that is important to their lives. and a direct majority speaks. one judge should not be able to delay the execution of the will of the people of an entire state for years. This sophisticated measure was aimed at addressing the legal aftermath of the affirmative action and immigration referenda in his home state. SONNY BONO. the selfproclaimed nonlawyer. had to argue for this bill before a Judiciary Committee comprised of legallytrained members. He effectively laid out his case.
