ABRAHAM. and GRAHAM in introducing the Haitian Refugee Immigration Fairness Act of 1997. I believe that this legislation will help mend a current shortcoming in the law. During the early 1990s. our country flew in some 11.000 Haitians who fled the oppressive and dangerous conditions in their homeland during the overthrow of Haitis democratically elected government. As you may know. this coup was marked by atrocious human rights abuses. including systematic use of rape and murder as weapons of terror. The International Civilian Mission. which has monitored human rights conditions throughout Haiti. documented this tragedy. including horrors so awful as to be almost imaginable.
