Because we have been going through very. very carefully. and what we have to verify is that indeed. the individuals in the INS records and the individuals in the Orange County records are. in fact. one and the same. and so that has allowed us to narrow down the list. Something else we had to verify. Are the INS records accurate? When they indicate that someone is a citizen or a noncitizen. is there some verification for that? We have to depend on the INS. but we have had them go through and do a search of their records. and we keep searching and keep trying to find the most accurate record we can. The minority has also been helpful in this.
