I would like to say in addition to fairness. in addition to common sense. in addition to proportionality. there is a perception issue here. Mr. Speaker. this issue has grown to one of immense proportions in the Hispanic community throughout the United States. I think it is appropriate for all my esteemed colleagues to know that this is perceived by the Hispanic community as one directly related to how immigrants in the United States are treated. I think it is important for all of our esteemed colleagues in this House to know that. So. because of fairness. because of common sense. because of proportionality. and because of perception.
