Mr. Speaker. we will hear much discussion today of one provision of the law that is still very highly controversial and that may be extended for 2 weeks under this CR. I oppose a longterm extension of that provision of the immigration law. known as section 245(I). which has been discussed already this morning. which allows aliens who are in this country illegally to pay a fee and then adjust to permanent legal resident status. This provision was. in fact. slipped into permanent law 3 years ago without hearings. without public discussion. or without debate on this floor. That is not the way laws should be made. As part of the immigration reform of the 104th Congress. section 245(I) was set to expire on September 30. In other words. we had a phaseout of that provision. to be fair to all people who were put on notice. However.
