When I traveled to Nicaragua. I had the opportunity to speak with then Presidentelect. now President Aleman and talked to him about his vision for his country. One of the unintended consequences of the bill we passed in 1996. and one of the unintended consequences of the deportation of these 316.000 immigrants would be that we would strike a hard blow against democracy in Nicaragua and El Salvador and the other Central American countries. Anyone who has looked at these countries today understands what an economic impact and political impact it would have if all these citizens. all of these individuals were instantly returned to their native countries. The ability to absorb these individuals simply does not exist.
