Mr. Speaker. the central problem here is that this socalled investigation has been improper from its inception. Normally a claimant seeking to invalidate an election has the burden of proof of fraud or irregularities. He should look at the records of people who vote. the records from the board of elections. from birth records. from naturalization records. and show his evidence. Instead. the claimant has been given individual subpoena power. has used that power irresponsibly and to the deprivation of the constitutional rights of others. He has issued broadbased. fishingexpedition subpoenas. some struck down. some not yet. Hermandad got such a broad subpoena which invaded the constitutional rights of many people.
