At every step of the way. either through an act of Congress or through an act of the executive branch. these Individuals were given. I think. a very clear signal that they would be able remain if they played by the rules that were then existent: That if they stayed for 7 years and proved themselves to be of good moral character. they would be given an opportunity to have a full adjudication of whether or not any process to deport them would be suspended and whether or not they would be given a green card and a chance to stay permanently. However. the 1996 bill changed the rules under which this would be permitted. In my judgment.
