None of the funds appropriated to carry out this Act may be used to purchase or install live fingerprint scanners in Immigration and Naturalization Service field offices or card scanners at Immigration and Naturalization Service centers unless the Immigration and Naturalization Service refunds. not later than 6 months after the date of the enactment of this Act. all fees paid to the Immigration and Naturalization Service for designated fingerprinting service certification under 8 C.F.R. � 103.2(e).
