And let no one doubt that the bitterness involved. the scale of atrocities inflicted. did not warrant some kind of forceful action. It is certainly likely that a peacekeeping force will be needed beyond June 1998. The parties to the conflict in Bosnia have shown little sign that they are prepared to accept in full the terms of the Dayton accord. and key provisions like the return of refugees to their prewar homes will require the presence of such a force. There is a legitimate question. though. whether that contingent needs to include U.S. ground forces. We should not continue to accept the protestations of our allies. such as those that were voiced prior to our deployment of ground forces. that the United States is not sharing the risk.
