What we heard in those hearings was we heard from people who said that they had bound bundles of tests that were taken in the same pencil. in the same handwriting. and yet were being applied as individuals as opposed to groups that they were actually done by. We heard from Dallas. for example. that they had boxes of forms that never went through FBI background checks. boxes. literally thousands in some of these offices. We heard about the mass swearing in ceremonies. where often the green cards were dumped into bins without checking off where they were coming from and then reappeared in the streets. We heard career INS employees telling how they were told not to ask questions and followup questions when people did not even know what city they lived in. This type of thing was not what was intended by Congress.
