This law included a prohibition of direct nonhumanitarian assistance to Azerbaijan. This action was taken in response to the blockades placed on Armenia and NagornaKarabagh by Azerbaijan. These blockades have remained in place for over 5 years. and the effect has been devastating. They have denied fuel. heat. shelter. and other basic necessities to the people of Armenia and Karabagh. increasing their exposure to disease. hypothermia. and other public health crises. This misery only amplifies the problems created by armed conflict and nearly 400.000 refugees and displaced persons. We should strengthen our resolve to change Azeri Government behavior. Now is not the time to weaken section 907.
