More important than the agreement are the incentives to ensure that regardless of who has political control the agreement will be adhered to by both parties. There will be $3 billion to help States and local communities move people from welfare to work. along with $12 billion to restore both disability and health benefits Ior 350.000 legal immigrants in 2002 who are currently receiving assistance or become disabled. This balanced budget agreement is a victory for middleclass parents trying to pay for their childrens college and for working people trying to upgrade their skills.
