On many issues. this conterence agreement represents a great improvement over the Housepassed version. which I supported but with numerous reservations. For example. I believe this final agreement offers adequate protections to workfare participants. guaranleeing that they will be treated fairly as workers. This conference agreement also restores protections for both disability and health benefits to 350.000 legal immigrants who would be denied these benefits as result of the welfare reform law of last year. All of these provisions ensure that as we move forward with our plan to balance the budget we are guaranteeing an element of basic fairness for all Americans. Finally. amid all of the celebrations over what this bill will do.
