Speaker. this bill also makes changes that will cut $1.8 billion in student loans and $1.8 billion from housing programs. It reduces section 8 adjustments and replaces the FHA foreclosure relief program. Another provision in this bill which many of my colleagues may not be aware of is an increase in the public debt limit to $5.95 trillion. Mr. Speaker. thanks to the Democrats In Congress and the Clinton administration. this bill is a lot better than it was. It expands health care for children. although not enough. It restores Supplemental Security Income and Medicare benefits to legal immigrants. It also contains funding for States to help welfare recipients find jobs. Again.
