Over $300 million will go to the FBI. the Drug Enforcement Administration. and the Bureau of Prisons to make muchneeded infrastructure improvements. This money covers the costs of a new FBI forensics lab at Quantico. State prison grants to help States build new prisons. and facilities for 1.000 new Border Patrol agents we have funded through the Immigration and Naturalization Service. As last mentioned within the Justice portion of the bill. the committee sets aside funding for a Juvenile Block Grant Program. subject to the authorization of the Judiciary Committee. It is our understanding that the authorization may address such issues as the need for increased penalties for criminal streetgang activities and prosecuting violent youth offenders as adults at the discretion of the prosecutor.
