It is not whether or not we spend the money. but in essence it has been who spends the money. We have had people in the NEA here in Washington. for whatever reason. who have disbursed money in a way that has embarrassed this House. We have had the horror stories of people handing out $10 bills to illegal aliens on the international border on the basis that that is an art project that shows the contribution of illegal aliens to the U.S. economy. We have had the desecration of the crucifix. these famous cases where absolute obscenity has been funded with U.S. taxpayer dollars. and the taxpayers do not like that. This amendment does exactly the right thing.
