The legislation that has resulted from this consultationthe China Human Rights and Democracy Act of 1997--includes funding for 24hour broadcasts into China by Radio Free Asia and the Voice of America in multiple languages. It would promote democracybuilding activities in China. such as legal and judicial training. and expand reporting on human rights by the administration. Our legislation prohibits visas for human rights abusers and those who carry out Chinas irresponsible policies of weapons proliferation. The bill also includes a voluntary code of conduct for United States businesses operating in China. We would require expanded reporting on human rights and other important concerns that Members of this body have enunciated today. and increase public and private exchanges between the United States and China.
