Chairman. the funding in this bill is already below the levels set by the gentleman from Ohio in the budget adopted by this House. The Sanford amendment would result in cuts to a number of key programs. such as cuts in Embassy security and Embassy renovations. It would cut Radio Free Asia which the Speaker has strongly supported. It would cut freedom broadcasting to Cuba. and refugee protection. It would result in cuts to human rights programs for the oppressed people in Tibet. in Burma. and East Timor. Also affected by the cuts in the Sanford proposal would be United StatesMexico border environmental programs. the United States Embassy construction in Jerusalem. and programs to end child labor abuses.
