In view of those facts. in view that Mickey Kantor has told us when he was the Trade Representative that Latin American trade between the United States and Latin America equaled trade to the entire Pacific Rim minus Japan. it tells us what we should be doing. So if Members support business. they seek to create jobs. promote economic growth. if they oppose illegal immigration and narcotics trafficking. they should support this amendment. which again simply puts a firewall to protect development assistance for Latin America and Asia from being reprogrammed. creates no new increase in authority or money. but makes sure that we are engaged with an important region of the world.
