The NRC report finds that the Bureau should: make a good faith effort to count everyone. but then truncate physical enumeration after a reasonable effort to reach nonrespondents. The number and character of the remaining nonrespondents should then be estimated through sampling. The supplemental appropriations bill would prohibit the Bureau from planning for a census that includes sampling. and would even prevent the Bureau from planning to send out the long form. from which we get crucial and legally required information about education. employment. immigration. housing. and many other areas of American life.
