Mr. Speaker. I rise today to recognize Chancellor ChangLin Tlien of the University of California. Berkeley. who Is being honored this month by the Oakland Chinese Community Council for his leadership and contributions to the Oakland Asian community. Chancellor Tien was born in China. He came to this country in 1956 and became a naturalized citizen of the United States. Since coming to America. he has tirelessly worked to broaden the democratic reach of education to all groups of the community. After becoming the first AsianAmerican to head a major research university. Tien earned a reputation for being openminded. sensitive. and accessible.
