It reads: The certification of Mexico Is a clear blow to the efforts of U.S. Border Patrol agents in their dally efforts at thwarting the massive amounts of Illegal drugs entering the country every day. Additionally. this certification Is a disgrace to the memory of U.S. Border Patrol Agent Jefferson Barr.
