Among the elderly. wornens likelihood of being poor is twice that of men of the same age. Under the new welfare reform law. poor and minority women will disproportionately suffer the impact of this legislation. For example. under the new law. unmarried women who have children while on welfare can be denied additional benefits for those children. With outofwedlock birth rates highest among blacks and Hispanlcs. this restriction will disproportionately affect poor mlnority children. In addiion. the new law will exclude many Immigrant mothers and their children from receiving food stamps. In spite of these grim facts. I believe that women will achieve greater economic equity In the future.
