Mr. Speaker. division C shall be considered as the enactment of the conference report (Rept. 104828) on H.R. 2202. the Illegal Immigration Reform and Immigrant Responsibility Act of 1996. with certain modifications to title V of the conference report. The legislative history of division C shall be considered to include the joint explanatory statement of the committee of conference in Report 104828. as well as the reports of the Committees on the Judiciary. Agriculture. and Economic and Educational Opportunities of the House of Representatives on H.R. 2202 (Rept. 104469. parts I. II. and Ill). and the report of the Committee on the Judiciary of the Senate on S. 1664 (Rept. 104249).
