The estimated cost to treat noncitizen AIDS patients for this one hospital will be at least S4 million a year. Mr. President. in summary. this conference report violates basic concepts of fairness and adds new and. in many cases. retroactive restrictions on legal immigrants. It imposes cost shifts to local and State governmental agencies in order to comply with its unfunded mandates. It violates the legislation which we passed and which we have taken great pride in: The Unfunded Mandate Reform Act of 1995.
