Finally. it came down to literally just ripping it out of the bill. calling it up maybe separately. but ripping it out of the bill to satisfy this President who said he would not veto this bill if we got rid of Gallegly. No sooner did we do that. and last night they come up here and said. we want title 5 out of the bill. Title 5 is a pretty important provision of this bill. As a matter of fact. it contains a number of very important provisions if we are going to get a handle on illegal immigration in this country. It is incredible to me that they would do that after they gave their word. it seemed to me. with regard to the Gallegly amendment and taking it out of the bill. Mr.
