Will there be a different standard for special needs children? I stand ready and willing to work with my colleagues and with our Nations State and local officials to resolve these issues that cannot be ignored. I would add that ideally. the immigration and national interest bill which the House just passed and which I hope President Clinton will sign. should render H.R. 4134 unnecessary. It takes some big steps to address the problem of illegal immigration by keeping illegal immigrants and their families out of the United Statesnot by surrendering the battle at our borders and moving enforcement to the classrooms of America.
