Session #104 · 1995–97

Speech #1040267527

Mr. Speaker. I rise in strong support of H.R. 4134. This legislation allows each State to decide whether it should provide a public education to illegal immigrant children. Just because the Federal Government has failed in its duty to secure our borders. States should not be required to spend limited State resources on education benefits for illegal immigrants. For example. in my home State of California. taxpayers shoulder a S2 billion burden to provide an education to nearly 400.000 illegal immigrants. Further. Californias children struggle to learn in overcrowded classrooms with a limited number of teachers and few resources. In short.
