As I indicated. we would be more than happy to be a partnership with local government. both the local school districts and our States governments. as my colleague from Texas. Mr. BRYANT. who was one of the leaders on this issue of immigration. by helping to fund and respond to those States who are heavily burdened by this issue. But we know the Republicans did not want to do that. for they wanted to have this kind of legislation to present and divide our country. What I am suggesting is that I do not want to dominate our local school systems and I do not want to burden our States.
