Mr. Speaker. I rise in opposition to this bill. The United States has long been committed to the protection of refugees seeking safehaven from oppression. But this billunder a provision called expedited exclusiongives immigration officials the final say in deciding who has a credible fear of persecution--on the spot. with no right to an interpreter or an attorney. It strips the Federal courts of any review of these decisions. Many of my constituents escaped from brutal dictatorships in Haiti and Cuba and the oppression of the former Soviet Union. They faced political oppression and religious persecution. In many cases. their lives were in danger.
