Speaker. the States have indicated that there is likely to be confusion in the interpretation of title V of this bill in the recently enacted welfare bill. The intent of some of the provisions in title V may need to be addressed in the later bill. Until that time the States should be held harmless on issues which are ambiguous. However. the immigration bill is not intended to change in any way the eligibility provisions in the recent welfare bill. Noncitizens are not eligible for SSI or food stamps. and future immigrants are not eligible for Medicaid as well as for their first 5 years. and this bill simply does not change that. Mr. Speaker.
