Mr. Speaker. we are dealing with a bill that is so flawed. we will need a lot of speakers to make it clear why Members should not support the immigration conference report that is now before them. What we do to the environment is a crime. The National Environmental Protection Act is the Nations founding charter for environmental protection. and this bill repeals that law. in effect. when it comes to borderrelated construction. That means when we are working on highways. roads. bridges. fences. that it is OK to ignore the environment. Do my colleagues really mean that?
