In particular. the trend toward managed care raises serious concerns about the ability of these health centers to continue to provide their communities with high quality. costeffective preventive care and primary care services. Several provisions in this bill are designed to strengthen the centers and help them compete in the changing marketplace. The Health Centers Consolidation Act consolidates and reauthorizes the four health center programsthe Community Health Center Program. the Migrant Health Center Program. the Health Services for the Homeless Program. and the Health Services for Residents of Public Housing Program. Consolidating these programs will eliminate duplication while maintaining their unique features that have made them so effective. In addition. the bill helps health centers to address one of the biggest problems they faceobtaining funds to develop and operate their own managed care networks or plans.
