Mr. President. I rise today to pay tribute to the extraordinary life of Cardinal Joseph Bernardin. Cardinal Bernardin is one of Americas most beloved and most respected Catholics. He is the son of Italian immigrants and grew up in my home State of South Carolina. I am proud to claim him as a product of the Palmetto State. He has had a tremendous impact on my life and the lives of thousands of others. Cardinal Bernardin was made a bishop in 1966. at 38. the youngest U.S. bishop of that time. and since then has held a wide range of leadership positions.
