The President has made it quite clear that that will result in a veto. When I read that the Governor of California came back to Washington. came back to Washington to insist on a provision which he knows will require a veto. I tried to think why. since he ballyhoos himself as somebody who is trying to do something about illegal immigration. I think Ron Prince. who was the chairman. he was the chairman of the committee to pass proposition 187. probably put it most accurately when he indicated that there are some Republicans in this House and in the Senate and in the Republican campaign who want to veto a bill. They do not want to do anything about illegal immigration. They want an issue. So they take the one provision that has drawn a clear statement of a veto and insist that that provision be kept in the bill even though it is bad public policy. even though all of law enforcement says that it will make their job much more difficult.
