Session #104 · 1995–97

Speech #1040259323

With the destabilizing effects of corporate downsizing on American workers and their families. we should not be providing incentives for Americas corporate giants to invest abroad. taking advantage of lowwage labor ccsts. lower standards. and often exploitive working conditions of Third World countries. rather than reinvesting and creating good jobs at home. We need to raise their standards toward ours. not lower ours to meet theirs in this increasingly global economy. Mr. Speaker. at a time when our Government is calling upon the poor. children. and legal immigrants to make sacrifices in the name of balancing the Federal budget. I cannot imagine a more inappropriate climate in which to reauthorizeand. in fact. doubleOPICs financing authority from 39 to $20 billion and insurance ceilings from $13 to $25 billion. Under good circumstances.
