I support the overall goals of this bill. We must be sure all of our citizens can understand our public discourse and enjoy the benefits of a common language. In order to meet this goal. though. we must strengthen our bilingual education programs and work to reduce the long English class waiting lists that our legal immigrants and newest citizens are faced with as they try to assimilate into this country. If we want wellinformed citizens participating in the political process. we must make it easier for them to share our language. This is how we increase fluencynot by denying citizens their full political rights.
