Yet. today there are more than 32 million Americans who are not proficient in English. In many cities. Immigrants can live. work. and play without ever knowing a word of English. The Federal Government caters to these immigrants by providing programs and services in their native tongue. discouraging them from learning English. According to the General Accounting Office. the Federal Govemment. between 1990 and 1994. printed more than 250 official documents in other languages. Even swearingin ceremonies for naturalized Amerioan citizens have taken place in other languages. Making English official will let immigrants know that they have no right to receive public services in any other language. Most Federal Government businessdocuments. meetings. records. legislation. and ceremonieswill be in English. This is a tremendous incentive for new citizens to learn English so that they may participate fully in American society.
