What we do know is that it will be new. and what we do know is that it carries risks. Mr. President. we also know some things to a certainty. I agree with the President and colleagues who come to the floor that. although we made great strides to maintain the fundamental nutritional safety net. we do cut deeper than necessary in this bill. And I am disappointed in the bills provisions on legal immigrants. Legal immigrants are people who pay taxes. they can be drafted. and they are in this country completely legally. The harmful provisions that are in this bill have nothing to do with welfare reform. They are fundamentally a savings mechanism.
