I find these reductions in quality of life programs appalling. Mr. Speaker. I believe most of us agree that our Nations welfare system Is in the need of reform. But do we reform the system by denying benefits to legal immigrants who. despite working hard and paying taxes. fall upon hard times? How can we demand that welfare recipients work 30 hours a week. yet provide Inefficient job training and job servicesessential components in contributing to longevity in the workplace? In short. how can we justify punishing children and their families simply because they are poor? If we are truly to talk about the reform of welfare. if we are going to talk about increasing opportunities for our lowincome residents. we cannot expect productive changes for our community by taking away from those who already have very little.
