Mr. President. I want to be clear that this extension will not increase the annual refugee ceiling for admissions to the United States. Those numbers are determined through a consultation process between the administration and the Congress. My friend from Wyoming said that we absorb refugees. and he describes them as legitimate refugees. If someone has to worry about their kids being picked on and beaten up in the streets and not be allowed to conduct their education as they see fit. to me that constitutes someone who ought to have a chance to conduct their lives In another place. I think that when all is said and done that we will see that this bill has served the United States very well. that we have gotten productive citizens--citizens who make a contribution.
